Haven’t had a refund in 50+ days. Immediately he starts talking about money and refunds. Not even caring about my not receiving of the food.

The support guy is trying to say (super awkwardly) that he’s trying to issue a refund, but the system is not allowing him to do it. Ask to escalate so that your account is removed from the blacklist and document what you received in photos. I don’t work for DoorDash but I know how these things work.
