Was the privatization done in a transparent manner, or was SME sold off like the telecoms and other state industries during Salinas’ term? Would it have been better to reform the enterprise rather than making it private?I’m not familiar with this case and would like to know more. In the US, privatization of utilities hasn’t always worked out too well for consumers.

Actually, there was no privatization. Luz y Fuerza del Centro was a government owned company that provided energy to Mexico City, and the government just shut it down and let the national (state-owned) company take over its operations.

It was a tremendously inefficient company and almost completely redundant, as the rest of the country is provided energy by the CFE.
