Hi Mexico. Looking to relocate to Mexico, any tips?

American currently living in Tokyo. I am getting a bit tired of the Tokyo-sized big cities and looking for something smaller. I work in IT and do not speak Spanish (yet) so I would be looking for an IT job in an English speaking environment. I know this probably doesn’t exist in Mexico, but maybe I am wrong. Are there any cities (besides Mexico City) that have an IT industry?
Originally from California and spent lots of time in Baja. I am just a normal guy, not the partying American scumbag type.
I’m living in Playa del Carmen and it’s quite nice, but Playa might be too small to foster any significant IT industry. I know plenty of people who work in IT in Cancún and there’s always a shortage of technically capable people in tourist destinations.
If tourist destinations are not your cup of tea, Guadalajara might be your best bet. Monterrey is a good choice too.
